Upper Mill Creek Road Improvement Project Construction Update
May 1st is almost here and that is when the upper Mill Creek Road will be closed for construction. Most of the hiking and biking trails will remain open. The Pipeline and Upper Pipeline trails will serve as the main routes between the upper and lower sections of the canyon, ensuring access to most of your favorite spots. I have attached a reference sheet related to trail access including Firs Cabin access.
The USFS and Salt Lake County recently met in the field with the construction contractor (S&L) on management of traffic and the placement of the construction trailer (Conex container). While it was not the full Pre-Construction meeting, we did learn that the following will be happening in the first two weeks of May:
- Clearing and Grubbing. This includes tree removal and general site preparation. (Ongoing throughout project duration)
- Surveyor work (Ongoing throughout project duration)
- Work will start on a planned soil nail wall below Elbow Fork. A soil nail wall is a geotechnical technique used to stabilize slopes and excavations by inserting steel bars (nails) into the soil and then grouting them in place. An architectural finish will be applied to the outside of the soil nail wall so it will blend into the canyon’s aesthetic.
- Coordination between the USFS and the contractor on the installation of the Pipeline Trail Bridge at Elbow Fork. Work on this bridge may start prior to May 1st, but the trail will remain open, and trail users will be safely routed around the construction.
- Installing traffic control devices leading up to and throughout the project site.
- Installing the new construction access gates and construction of the field office trailers near the Terraces picnic area.
Ultimately, the USFS, Salt Lake County, Millcreek, the contractor (S&L,) and Federal Highway Administration will have the pre-construction meeting, and I’ll schedule a meeting with all of you once that has occurred. I was told it would be before start of construction on May 1st, but I have learned that is not the case currently.
As you recall, the first time you will have access to your cabin will be Memorial Day weekend. More information will follow. The County, USFS, and FHWA are working through details about gate access that will be necessary for you to understand.
