Apply for Salt Lake County Housing Rehabilitation Programs

The Salt Lake County Housing Rehabilitation Program is available to eligible residents, homeowners, property manager, and tenants throughout Salt Lake County. The program provides assistance for essential repairs and improvements that address health and safety concerns, lead-based paint hazards, and other critical housing needs.

By improving residential properties, the program helps create safer and healthier living environments for families and communities throughout Salt Lake County.

Residents and property owners interested in assistance are encouraged to review the program requirements and complete an application to determine eligibility. Salt Lake County administers grant funds from the U.S. Department of Housing and Urban Development (HUD). Services are free.

How it Works

Salt Lake County administers grant funds from the U.S. Department of Housing and Urban Development (HUD) to qualifying homeowners, renters, and landlords to make homes lead safe for children. All services are free.

The focus of the program is to remediate lead hazards in homes built before 1978, where children under the age of six reside or visit frequently.

Services We Provide

  • The Salt Lake County Housing Rehabilitation Program provides services to help identify and address health and safety concerns in eligible residential properties.

  • Visual Inspections, Risk Assessments & Hazard Identification - Trained professionals evaluate residential properties to identify potential health and safety hazards, including lead-based paint hazards in homes built before 1978.

  • Contractor Selection & Project Management - The program coordinates qualified contractors and manages approved repair projects to ensure work is completed according to program requirements.

  • Blood Lead Testing for Children Under Age 6 - Eligible children under age 6 may receive blood lead testing as part of the Housing Rehabilitation Program.

The Salt Lake County Health Department recommends that all children under the age of six be tested for lead exposure.

Understanding Inspection Results A visual inspection or risk assessment helps identify possible hazards and repairs that may be needed. Repairs completed through the Housing Rehabilitation Program depend on program eligibility, property conditions, available funding, and the types of repairs approved by the program.

Eligibility

This program is available to eligible homeowners, including those in single-family homes, multi-family homes, and renters, who live in Salt Lake County and make less than 80% of the Area Median Income.

Does the following apply to your home or rental unit?

  • Built before 1978
  • May contain potential lead hazards (like deteriorating lead paint or worn windows)
  • A child under age 6 years or a pregnant woman living in the home or visits frequently
    Home needs critical repairs affecting the health or safety of occupants
  • Household income is at or below 80% of the Area Median Income

  • Property must be your primary residence
  • Must be over 18 years old with an income at or below 80% of the current area median income

The Area Median Income (AMI) is determined by the federal Department of Housing and Urban Development (HUD) and is based on U.S. Census Data.

If you're not sure whether you qualify, we encourage you to apply or contact us, we're happy to help 

  • The tenant occupying the rental unit must have income verification.  This information is kept strictly confidential and will be used only to determine the eligibility of the rental unit
  • For a period of at least three (3) years after free services have been provided, the property owner agrees to give priority in renting units to families with small children under the age of six

Application Instructions

  1. Complete the entire application.
  2. Submit proof of income for all household members 18 years of age or older.
    • Acceptable documentation includes:
      • Last 2 months of paystubs
      • For self-employed individuals, a Self-Income Certification Form is required. Please contact us to request the form.
      • Most recent SSI, SSDI, and/or pension benefit letter
      • Other sources of income
  3. Provide a copy of the front and back of a valid state-issued ID or driver's license for all household members 18 years of age or older.
