What Does the New Campus Bring Us?

Improved employee experience

Employees can expect a better day-to-day environment, with improved air quality, abundant natural light, and useful amenities, addressing many of the ongoing challenges at the current Government Center. The building's modern systems will allow us to work more comfortably, and its unique communal spaces will allow us to come together and connect when necessary.

Increased effectiveness

Our move supports continued modernization. The New Campus will better support how we work now and into the future by improving collaboration within and across agencies, streamlining processes, and allowing each of us to work with fewer barriers.

Enhanced services

A thoughtfully designed building, with intuitive wayfinding and better customer service points, will make it easier for residents to navigate and access services. The location is also more central to where our population now lives, particularly in the growing west and south areas of the county.

Smarter spending

The New Campus will help us save over $200 million in long-term costs that would have been spent on maintenance for the current Government Center, allowing us to spend funds on improving our employee experience and serving residents in years to come.

Sustainability

Modern infrastructure and energy-efficient systems at the New Campus will help us meet our meet our county and state sustainability goals.

Timeline and Process

Design and construction will take up to 24 months, during we plan to seek employee and agency feedback in order to thoughtfully adapt the space to meet the unique needs of our various agencies. Once complete, we will work directly with teams to guarantee a smooth transition. Here's what our projected timeline looks like:

  • Programming: Months 1 to 4 (May to Aug ‘25): This focuses on gathering data from all agencies to understand workplace requirements and the vision for the future.
  • Design + Construction Documents: Months 4 to 12 (Aug '25 to Mar ‘26): This includes actual design of new work environments and elements of the campus.
  • Construction + Move Prep: Months 12 to 24 (Mar '26 to Mar '27): This includes construction of our new environments and preparation for a smooth transition to our new spaces.

This timeline will be adjusted as project details come into finer focus and may shift as we move forward.

This project is supported by County leaders, including Mayor Wilson, members of the County Council and Assessor Chris Stavros. We've created a Steering Committee with representation from every agency to direct strategy and make critical decisions. Both the project sponsors and Steering Committee will be working closely with our partners, Babcock Design, and Emergent Solutions, to complete this project and shape the new space.

Frequently Asked Questions

The current Government Center has served us for nearly 40 years, but it is not well suited to support us in the future. The current building has significant issues that impact our daily experience and isn’t designed to support effective use of technology and future service delivery. 

The New Campus—a modern, flexible building—will support our growth and modernization for the decades to come in ways the current Government Center cannot. 

The current building design would require considerable changes to optimize service delivery and support how we will work in the future. The buildings are aging and require substantial investment and maintenance in the coming years. These factors combined to make renovation of the current Government Center an impractical option. 

The former Overstock building is a modern building that meets many of our general requirements for the future.  

  • The building design provides us flexibility and we can fine-tune it to serve our internal and public-facing space requirements.  
  • It provides features and potential amenities that will improve our employees’ experience and build our culture.
  • As the county’s population center has shifted to the south and west, the building’s mid-valley location will be more easily accessible to a greater number of residents needing to access county services.

The new campus is in a partially decommissioned state as we start the multi-year programming, design, and construction process. It is not currently in an optimal state for tours. For now, only a handful of project, facilities, and Sheriff’s staff who attend to the building are permitted onsite. 

We will be leading tours and hosting orientation sessions in the New Campus for all employees following construction. 

We will need to update and fine-tune the buildings’ design to suit the County’s needs. The new building will be ready for us to move into in approximately two years. 

The high-level project timeline is as follows: 

  • Months 1 to 4: Programming (May to Aug ‘25)
  • Months 4 to 12: Design + Construction Documents (Aug ’25 to Mar ‘26)
  • Months 12 to 24: Construction + Move Prep (Mar ’26 to Mar ’27) 

This timeline will be adjusted as project details come into finer focus and may shift due to unforeseen elements. 

The new campus has a number of interesting features that we can adapt to our needs, including a number of flexible communal spaces, a cafeteria, ample outdoor space, a green house, a daycare facility and spaces that can be modified to serve the public. The building itself has modern features such as ample natural light and good infrastructure for technology that we will leverage. 

How we update and use building features will depend on a number of factors, including our evolving needs, space/seat demand, public facing service requirements, financial feasibility, accessibility, and security.  

Our workplace designs have not been determined yet. They will be addressed during the design phase of the project and will be determined roughly 9 to 12 months into the project. 
New workplace designs will balance our needs for individual work, collaboration, social connection, employee experience, and agency effectiveness. 

The former Overstock workplace designs have some elements built on best practices that we will seek to retain as we design our future workplace. For instance, the building has a variety of meeting rooms and spaces for social interaction that will align with our needs. In addition, the building has been built to maximize natural light, which is a critical feature to carry forward. 

Our architectural partners at Babcock Design will be leading us through the design process. “Design” is a multi-step process that begins with programming. “Programming” entails gathering detailed data on our current spaces, including number of seats, storage and specialty spaces. In addition, programming looks at how we work together. The results of programming are then used in an iterative process to design our future workplace. 

We have assembled a Steering Committee of senior leaders and elected officials to strategize and provide overall input on the design.  

Various elements of the space design may benefit from broader input, and staff will be asked to provide input during the course of the project through various channels, meetings, and workshops.

We understand that a number of groups have special requirements, for storage, records, service delivery, equipment, and beyond. These requirements will be gathered during the “programming” phase of the project and addressed in design. 

Hybrid work has proven effective for a number of County agencies and will continue for the foreseeable future. Hybrid work is arranged and managed per the direction of each Agency.  

To the extent possible, the impact of hybrid work patterns on space requirements will be factored into design to ensure it is effectively accommodated. 

We will provide regular updates on the project via email and the website. Details will be shared as they become available but may take months depending on the Programming and Design phases.
