For Providers

Treatment Services are provided to County residents by private, non-profit, and public Salt Lake County agencies. Nationally standardized assessment and placement criteria, along with outcome and process-based performance measures, provide the structure for coordinated services that are grounded in fiscal and clinical accountability. Programs are designed to meet the specific treatment needs of adolescents, pregnant and parenting women, as well as the general population. The Division is active in the support and design of both innovative and traditional treatment modalities, including drug courts and jail-based services.

Funding Opportunities for Treatment Providers

All substance use disorder and mental health treatment services for low-income, uninsured and/or underinsured Salt Lake County residents are provided through a public/private provider relationship. Below you will find information about our Treatment Services RFA, our Managed Care Organization (MCO) RFA, and our Recovery Support Services (RSS) RFA. Every six years the Division accepts applications for funding from area behavioral health treatment providers for the treatment services bid. The Division completed an RFA to procure these services in March 2022. The resulting contracts will run through June 30, 2029. More information will be provided in late 2027 regarding the next Treatment Services RFA.

Medicaid services are handled currently through the Division's contracted Managed Care Organization (MCO) Optum Health. Interested participants in the next MCO bid can return to this page for updates beginning in 2027. 

To apply for Recovery Support Services (RSS), please go through Submittable. Select the RSS application. If you choose to submit an RSS application, you will need to review the documentation listed below. We have attached the Contract Boilerplate, the Business Associates Agreement (BAA), and the Residence Quality Standards (RQS) form. The Contract Boilerplate and the BAA will need to be signed and submitted in Submittable to complete your application.
