The Vehicle Repair and Replacement Assistance Program (VRRAP) provides financial assistance to low-income owners of vehicles that fail an emission test.
Through VRRAP, qualifying low-income individuals will be offered financial assistance to either repair the vehicle (if ten years old or newer) or replace it with a newer, cleaner vehicle (if model year 2003 or older).
Vehicles older than 10 years but newer than model year 2003 may qualify for replacement, depending on the vehicle's EPA tier rating.
To qualify for repair, a vehicle must:
The vehicle's registered owner must also meet income requirements. Vehicle owners are responsible for any charges that exceed the approved assistance amount. The amount issued will be set on a sliding scale based on how the vehicle owner's household income compares to the federal poverty level:
Household Income Compared to Federal Poverty Level | Assistance Amount | Maximum Amount |
---|---|---|
200% and below | 100% of repair bill to pass an emission inspection | Up to $1,000 |
201% to 250% | 75% of repair bill to pass an emission inspection | Up to $750 |
251% to 300% | 50% of repair bill to pass an emission inspection | Up to $500 |
Household income will be determined by using the Adjusted Gross Income (AGI) on the most recent federal income tax form using these thresholds:
Number of Dependents | 200% | 250% | 300% |
---|---|---|---|
1 | $30,120 | $37,650 | $45,180 |
2 | $40,880 | $51,100 | $61,320 |
3 | $51,640 | $64,550 | $77,460 |
4 | $62,400 | $78,000 | $93,600 |
5 | $73,160 | $91,450 | $109,740 |
6 | $83,920 | $104,900 | $125,880 |
7 | $94,680 | $118,350 | $142,020 |
8 | $105,440 | $131,800 | $158,160 |
Additional dependents add | $10,760 | $13,450 | $16,140 |
To qualify for replacement, a vehicle must:
The vehicle's registered owner must also meet income requirements. Vehicle owners will not receive any trade in value, as their vehicles will be crushed and recycled. Additionally, the VRRAP is not intended to cover the entire purchase price of the vehicle; it is the responsibly of the vehicle owner to secure the remaining funding to complete the purchase. The amount issued will be set on a sliding scale based on how the vehicle owner's household income compares to the federal poverty level:
